Customs Union Certification(Russian CU-TR Certification)

Background

On November 27, 2009, the heads of state of Russia, Belarus, and Kazakhstan signed nine documents, including the Customs Code of the Customs Union. The Russian-Kazakh Customs Union was formally established and opened the first step in the process of regional economic integration. The new member countries will be Tajikistan and Kyrgyzstan.

The establishment of the Customs Union has formed a subregional economic organization with a population of 170 million, oil reserves of 90 billion barrels, total GDP of 2 trillion U.S. dollars, industrial output value of 600 billion U.S. dollars, agricultural output value of 112 billion U.S. dollars, wheat production accounts for 12 % of the world's total output, and retail goods volume is 900 billion U.S. dollars. In order to facilitate the flow of trade between the member states of the Customs Union, eliminate the technical and regulatory barriers caused by the different types of original certification, and better implement the technical specification certification. On January 1, 2011, the new Customs Union's technical specification certification officially came into effect. It was formally implemented on January 1, 2012. The implementation of the customs union technical standards certification has integrated the original technical requirements of each member state, ensuring the implementation of unified technical regulations and evaluation models, product certification catalogues, certification certificate forms, and technology supervision and registration in each member state of the customs union.

Customs Union Certification, also known as Customs Union Technical Specification Certification or Customs Union Certification, is abbreviated as EAC Certification or CU-TR Certification.

III. Implementation process

The technical specification directive certified by the Customs Union was formally implemented on February 15, 2013, and the chief certificate is valid for five years. It will gradually replace the original certification systems of each member state, such as GOST certification in Russia, GOST-TR certification, GOST-K certification in Kazakhstan and GOST-B certification in Belarus, and conduct unified certificate filing management.

Therefore, for Chinese enterprises, obtaining a customs union certificate is a simple way to open up the customs union's member countries: Russia, Belarus and Kazakhstan.
