According to the relevant regulations promulgated by the Egyptian National Telecommunications Administration(NTRA), all communication equipment used in Egypt, including terminal equipment and radio communication equipment, must be certified by NTRA.

All communications equipment used in Egypt must be certified by NTRA. Including:
(1) Terminal equipment
Various types of telephone sets;
Fax machine(sound connection device);
Carding/payphone;
LPU(line protection device);
(a) Various types of mass-to-private exchanges;
GSM mobile station and telephone.
(2) Radiocommunication equipment:
(a) Radio transmitter / receiver equipment;
Satellite communications equipment;
Cordless telephone;
Radar device.
(3) All indoor/outdoor, limited/wireless IT communications equipment.
What are the objects that need to apply for NTRA certification?
Any person, firm or company that for the first time supplies telecommunications equipment on the Egyptian market. Including:
Any local manufacturer or its authorized agency that manufactures or assembles communications products;
Any overseas client;
Any body registered locally on behalf of the interests of overseas clients.
Standards used for NTRA certification
NTRA certification includes international certification certificates and certification marks such as CE and FCC. That is, the telecommunications equipment that applies for NTRA certification must first meet the regulatory requirements of CE and FCC, pass relevant standard tests, obtain a recognized certificate, and attach a corresponding logo. The standards used for NTRA certification of telecommunications equipment are shown in table 1.

Wireless terminal product NTRA certification
Wireless terminal products must first consider the frequency band they use and must comply with the regulations of the Egyptian Telecommunications Authority on radio spectrum division. CE and FCC differ in the authentication of wireless terminal products. CE-based products must comply with R& The TTE directive coordinates the relevant standards for electrical safety, electromagnetic compatibility, radio frequency, and personal safety, and obtains the EU Notification Agency(NB) audit certificate or submission. Common coordination standards include: audit certificates or submissions will indicate product name, model, hardware and software versions, usage frequency band, power, compliance standards, test reports, and technical document numbers. The FCC mainly considers compliance with electromagnetic compatibility, radio frequency, and personal safety. Products based on FCC certification must comply with the relevant provisions of 47 CFR Part 2, Part 22, Part 24, etc.. Apply for and obtain the audit certificate of the US Telecommunications Accreditation Agency(TCB).
NTRA certification for telecommunications terminal products
For telecommunications terminal products connected to public telecommunications networks, CE certification mainly considers content related to electrical safety, electromagnetic compatibility, and performance. It needs to pass coordination standards such as EN 60950-1, EN 55022, and EN 55024. And TBR21, TBR38 and other interface performance test standards. The authentication mode can adopt enterprise self-declaration or obtain NB certification certificate. The FCC mainly considers electromagnetic compatibility, electrical safety, and other aspects. It needs to comply with the relevant provisions of 47 CFR Part 68. Through tests such as TIA-968-A, the authentication mode can use enterprise self-declaration or TCB certification certificate.
Application for NTRA Type Certification

(1) The competent authority shall issue only one certificate of type for equipment of the same trademark and type when the equipment meets the following requirements:
Applicants must meet the requirements of the Type Certification Ordinance
Telecommunications equipment meets all relevant requirements
Type(2) Certificate of Certification identifies the certificate holder, the certified equipment, the standards met by the equipment, the manufacturer and the origin of the manufacturer.
(3) There is no time limit for a type of certification certificate if no unauthorized modification has been made to the equipment that has been certified.
(4) The type of certification certificate does not authorize the use of approved products that provide telecommunications services to others, and stipulates that the certificate can only be used by the certificate holder. In any case where a licence or licence under the Telecommunications Act No. 10/2003 is required, approved products shall not be combined.
Factory Review and Pre-shipment Inspection
Factory review is part of the type certification process, which means that the laboratory must check the relevant certificates and documents provided by the production company when applying for test certification, as well as the production site of the application equipment. The certificate must conform to the scope of production and operation of the manufacturer as recognized by the ISO quality system certificate. Where necessary, the laboratory reviews the quality aspects of the manufacturer's product consistency and quality inspection capabilities.
Pre-shipment inspection means that the approved organization will arrange the pre-shipment verification according to the results of the factory review and inspection certification. The verification includes the conformity of the products and samples to be shipped, the number of samples, etc.. If necessary, the authorized organization may carry out relevant tests on the products to be shipped to ensure that the conformity of the shipped products is true and effective.
